Shrimp with Hoisin Sauce

Ingredients:
1 lb. medium-sized fresh shrimp, shelled and deveined, or 2 7-oz. packages frozen raw shrimp, thawed*
1/2 c. water
1 tbsp. cornstarch
2 tbsp. soy sauce
1/2 c. hoisin sauce
1/4 c. vegetable oil
2 thin slices fresh ginger root, peeled and minced
1 clove garlic, crushed
3 scallions, cut into 1-inch pieces
